    The Copenhagen Diagnosis: Climate Science Report
    "It is more than three years since the drafting of text was completed for the Intergovernmental Panel on Climate Change (IPCC) Fourth Assessment Report (AR4). In the meantime, many hundreds of papers have been published on a suite of topics related to human-induced climate change.

    The purpose of this report is to synthesize the most policy-relevant climate science published since the close-off of material for the last IPCC report. The rationale is two-fold.

    First, this report serves as an interim evaluation of the evolving science midway through an IPCC cycle - IPCC AR5 is not due for completion until 2013.

    Second, and most important, the report serves as a handbook of science updates that supplements the IPCC AR4 in time for Copenhagen in December 2009, and any national or international climate change policy negotiations that follow.

    DHS/HUD Long-Term Disaster Recovery Working Group Created

    Long-Term Disaster Recovery Working Group

    "Housing and Urban Development (HUD) Secretary Shaun Donovan and Homeland Security (DHS) Secretary Janet Napolitano today announced the launch of DisasterRecoveryWorkingGroup.gov-a new interagency website that will allow federal disaster recovery officials to solicit public comments from state, local and tribal partners and the public. The new website will be used by the federal government’s newly-formed Long Term Disaster Recovery Working Group-co-chaired by Secretary Donovan and Secretary Napolitano-to allow stakeholders to submit ideas for disaster recovery; articulate objectives for recovery assistance going forward; identify examples of best practices; raise challenges and obstacles to success; and share thoughts, experiences and lessons learned."

    Exposed: Social Vulnerability and Climate Change in the U.S. Southeast

    Oxfam America has just released this new report on the link between social vulnerability and climate change, with an emphasis on the 13-state region of the U.S. Southeast. In addition to this document, visit the Oxfam website for a variety of interactive maps and videos on this topic.

    "This research, commissioned by Oxfam America, includes a series of layered maps that depict social and climate change-related hazard vulnerability. The maps assist in identifying hotspots in the US Southeast, which are at significant risk in the face of four particular climate change-related hazards: drought, flooding, hurricane force winds, and sea-level rise."

    The RAND Corporation has today published this research report which investigates the effect of deployments of U.S. Armed Forces for the Global War on Terrorism on reenlistment rates for U.S. troops.

    "This monograph analyzes the relationship between deployment and reenlistment during the war on terrorism. It reviews trends in deployment and reenlistment and recent literature on deployment and its consequences. It also presents theoretical and econometric models of the effect of deployment on reenlistment and empirical estimates of the effect based on survey and administrative data. In addition, it presents estimates of the effect of bonuses on reenlistment and describes the role of bonuses in sustaining reenlistment."

    New Report Looks at Effects of Climate Change on Middle East Stability

    Rising Temperatures, Rising Tensions: Climate Change and the Risk of Violent Conflict in the Middle East

    The International Institute for Sustainable Development has released a new report on the threats of climate change in the Middle East. From the report: ""The Levant--made up of Syria, Lebanon, Israel, Jordan and the occupied Palestinian territory (oPt)--has experienced more than 60 years of bloody conflict. [...]. Against this backdrop, the mounting scientific evidence confirming the speed and scope of climate change seems, at most, a secondary concern to be addressed once other problems have been resolved. However, climate change--by redrawing the maps of water availability, food security, disease prevalence, population distribution and coastal boundaries--may hold serious implications for regional security.”

    New Hearing on FEMA's Role Within DHS

    The U.S. House of Representatives Committee on Transportation and Infrastructure held a hearing yesterday on how FEMA has functioned since its placement within the Department of Homeland Security. This Summary of Subject Matter provides an overview of the purpose and background of the hearing. The hearing, 'An Independent FEMA: Restoring the Nation's Capabilities for Effective Emergency Management and Disaster Response', comes amidst recent debate over whether FEMA should remain within DHS. In February, the DHS OIG released a report, 'FEMA: In or Out?' which sought to provide information for this debate. This debate centers on whether FEMA can provide more effective emergency management and disaster response as an independent agency or as part of DHS. At least from a U.S. policy perspective, President Obama has settled the matter for now in a May 13th Final Word From the President which indicates that his administration has no intention of removing FEMA from DHS.

    "This field manual establishes doctrine (fundamental principles) for tactical counterinsurgency (COIN) operations at the company, battalion, and brigade level. It is based on lessons learned from historic counterinsurgencies and current operations. This manual continues the efforts of FM 3-24, Counterinsurgency, in combining the historic approaches to COIN with the realities of today’s operational environment (OE)—an environment modified by a population explosion, urbanization, globalization, technology, the spread of religious fundamentalism, resource demand, climate change and natural disasters, and proliferation of weapons of mass destruction."
